People should not underestimate how kikwete' s speech helped to diffuse further tensions and avert it seems the culture of violence, killing and war is so deep in rwandese psych that they find a call to peace and reconciliation repugnant. Support for rwandan genocide was clearly displayed by rpf by letting it happen to gain international support for power grabbing even when they had ability to prevent it.
